'Nosangwon Notebook' Includes Phrases Like "Induce North Korean Attack" and "Waste Balloon"
Special Prosecutor to Question Former Chief Noh on the 23rd and 24th
Former Intelligence Command Chief Sangwon Noh, accused of premeditating the emergency martial law on December 3 and drafting the proclamation, is being transferred to the prosecution by a transport vehicle on December 24 last year at the Seoul Western Police Station in Eunpyeong-gu, Seoul.
Nosangwon, former Chief of the Defense Security Command and a key figure in the foreign exchange allegations related to the December 3 Martial Law, has admitted during the investigation by the Special Prosecutor's team on insurrection (led by Special Prosecutor Cho Eunseok) that he is indeed the author of the so-called 'Nosangwon Notebook.'
Special Prosecutor Park Jiyoung stated at a briefing on the 22nd, "Former Chief Noh has acknowledged that the 'Nosangwon Notebook' is his own."
Previously, police secured Noh's notebook, in which phrases such as 'induce a North Korean attack near the NLL (Northern Limit Line)' and 'waste balloon' were found. This raised suspicions that Noh, together with former Defense Minister Kim Yonghyun and others, may have planned a 'North Wind operation' to create justification for declaring martial law.
The special prosecutor's team plans to summon former Chief Noh on the 23rd and 24th to investigate suspicions related to 'inducing a North Wind' as mentioned in the notebook, as well as allegations of 'third-party abetment of insurrection.'
Additionally, the special prosecutor's team has reportedly identified the 'third party' with whom Noh had frequent phone contact during the period when he is believed to have been preparing for martial law as retired Lieutenant General A. It is said that A was recently summoned and questioned. A is known to have previously served as Chief Secretary to the Army Chief of Staff and Commander of the Army Education Command, and to have worked with both former Minister Kim and former Chief Noh in the past.
However, it is reported that the special prosecutor's team has not found concrete evidence that A abetted the martial law.
