- Cheongna International Business District Emerges as the Biggest Beneficiary of the 6.27 Real Estate Policy
- All 84㎡ Units Sold Out Amid High Demand... First-Come, First-Served Contracts Ongoing for Remaining 119㎡ Units!
Since the 6.27 policy measures, residential officetels in the Seoul metropolitan area have continued to attract increasing attention. Interest is particularly concentrated on locations with excellent accessibility and high expected future value.
On June 27, the government introduced powerful regulations for the real estate market. The main measure was lowering the mortgage loan limit for homes in the Seoul metropolitan area to 600 million won, with the regulations limited to residential properties. These include apartments, villas, multi-family, and multi-unit houses. In contrast, officetels, which are classified as "quasi-residential" under the Housing Act, are exempt from these regulations. As a result, officetels have emerged as residential products that are free from government restrictions.
Benefiting from these real estate policies, "Cheongna Peak One Prugio," which gained attention as the first supply complex in the Cheongna International Business District in Incheon, is currently seeing smooth contract progress. According to the sales industry, all types of the 84㎡ units were sold out within about a month of starting contracts. It is analyzed that the positive impact on contracts was due to the indirect benefits from the government's real estate policies as well as the exceptional future value of the Cheongna International Business District. Currently, first-come, first-served contracts are underway for some remaining 119㎡ units.
Special benefits and contract conditions are also drawing attention. Unlimited resale is allowed before move-in, and since officetels are not counted as homes, buyers can maintain their status as non-homeowners. Additionally, the first contract deposit is 10 million won, and there is an interest-free loan benefit for the interim payment.
"Cheongna Peak One Prugio" will be built on lot B1 of the business land in Cheongna-dong, Seo-gu, Incheon, and will consist of 4 buildings with 5 basement floors and 49 above-ground floors, offering a total of 1,056 units with exclusive areas of 84㎡ and 119㎡. Residents can enjoy open ocean and city views (for some units) from balconies as high as 49 floors. The complex also features spacious layouts and product quality comparable to apartments.
The excellent location is also noteworthy. The Cheongna International Business District, where the complex is being built, is being developed on a 144,000㎡ site in Cheongna 3-dong, Seo-gu, Incheon, with a total project cost of 1.7 trillion won. It presents a blueprint for a large-scale project that harmoniously integrates residential complexes, offices, and commercial facilities.
The surrounding area is also seeing diverse development in sectors such as finance, robotics, healthcare, and culture. Notable projects include Hana Dream Town (scheduled for 2026), Incheon Robot Land (scheduled for 2028), a medical complex town with research centers from KAIST and Harvard Medical School (planned for 2029), a video culture complex (planned for 2029), Cheongna City Tower (planned), Starfield Cheongna (scheduled for 2027), and Seoul Asan Hospital Cheongna (scheduled for 2029).
In particular, the development of "Starfield Cheongna," the nation’s largest mega-complex cultural shopping mall (scheduled for 2027), has recently gained momentum. Hana Financial Group and global investment company Bain Capital signed a joint investment agreement for the construction of Starfield Cheongna, securing stable funding. Currently, construction progress for Starfield Cheongna is at 22%. The site will be developed as a sports, culture, and entertainment complex, combining a domed stadium and a shopping mall. The domed stadium, in particular, will be a professional baseball stadium with over 20,000 seats and will also host various performances.
"Incheon Robot Land" (scheduled for 2028) is also accelerating its project implementation. Last month, the Incheon Free Economic Zone Authority announced a public hearing to gather residents' opinions on the industrial complex plan for Incheon Robot Land's urban high-tech industrial complex, officially beginning the process of designating the industrial complex. Following the groundbreaking of infrastructure construction in March this year, steps are being taken to normalize the project. As a result, the development of industrial land and the attraction of tenant companies are expected to proceed smoothly.
In addition, the new government has unveiled a vision to make Incheon a global hub city for the airport economic zone and announced plans to expand K-Content industry infrastructure in Cheongna. The government aims to establish a base for Korean Wave content production and distribution in Cheongna International City, fostering it as a global center for cultural content.
Excellent transportation infrastructure is also anticipated. "Cheongna Peak One Prugio" is a super-station area complex located about a 5-minute walk from the planned Seoul Subway Line 7 International Business District Station (tentative name, scheduled for 2027), with various transportation development benefits expected in the vicinity. These include the Third Link Bridge (Incheon Airport~Cheongna, scheduled to open in 2025), the direct connection plan for Airport Railroad Line 9 (Incheon Airport~Cheongna~Yeouido~Sinnonhyeon), the undergrounding of the Gyeongin Expressway (construction to start in 2029, scheduled to open in 2032), and the double GTX-D and E metropolitan express railway lines.
These transportation developments have recently gained further momentum. The Presidential Policy Planning Committee recently held a national briefing at the Blue House Guest House and announced the "Five-Year National Policy Plan." At this event, the government declared its intention to implement GTX-D and E lines in phases, raising expectations for more concrete development of these routes. Regarding the undergrounding of the Gyeongin Expressway, the government also expressed its intention to implement the Sinwol IC to Cheongna section in stages and transform the aboveground area into a space for citizens.
Additionally, the "Third Link Bridge," scheduled to open at the end of this year, is being discussed for toll-free access. Currently, Incheon City and the National Assembly have filed a constitutional appeal regarding this issue. If the Third Link Bridge, which was initially planned as a toll road, is converted to a toll-free road, transportation convenience in the Cheongna International Business District is expected to improve significantly.
The educational environment is also noteworthy. Elementary and middle school sites are planned within about a 5-minute walk from the complex, and Incheon Physical Education High School and Dalton Foreign School are located within a 1.5km radius. Dalton Foreign School, along with Chadwick International School in Songdo International City, is recognized for its excellent educational environment and is accredited for Korean academic credentials.
Living infrastructure is also abundant. Starfield Cheongna (scheduled for 2027) is a 10-minute drive away, and Seoul Asan Hospital Cheongna (scheduled for 2029) is a 7-minute drive away. In addition, various lifestyle amenities such as Costco, Homeplus, Lotte Mart, Munhak Park, Lake Park, Beach Park, and Sunset Park are nearby.
The differentiated specialized design is also outstanding. The complex is particularly noted for its expanded usable area through balcony space. For the 84㎡ units (approximately 25 pyeong), about 20㎡ (5 to 6 pyeong) of balcony space is provided, increasing the effective usable area to 104㎡ to 107㎡ (31 to 32 pyeong).
The larger the unit, the more pronounced the balcony effect.
