US Secretary of State to Meet with Ukraine, Europe to Discuss Security Guarantees for Ukraine

The New York Times (NYT) reported on August 20 that U.S. Secretary of State Marco Rubio is scheduled to meet with security advisors from Ukraine and key European countries on August 21 (local time) to discuss security guarantees for Ukraine.

A senior U.S. administration official stated that Secretary Rubio, who is also serving as Acting National Security Advisor, plans to hold "sensitive diplomatic talks" with security advisors from Ukraine and Europe. However, the specific time and location have not been disclosed.


During this meeting, discussions are expected to focus on security guarantees for Ukraine ahead of a potential summit between Ukrainian President Volodymyr Zelensky and Russian President Vladimir Putin.


Currently, the United States and Europe are exploring an alternative to Ukraine's accession to the North Atlantic Treaty Organization (NATO) by seeking an agreement on security guarantees similar to the collective defense commitment of Article 5 of the NATO treaty. This would mean that if Ukraine is attacked again by Russia, the United States and European countries would regard it as an attack on themselves and respond accordingly. This could include U.S. intelligence sharing, surveillance and reconnaissance, and the deployment of U.S. Navy forces in the Black Sea.


Additionally, the NYT reported that there could be discussions on ways to ensure legal binding force for the security guarantees, such as obtaining approval from the U.S. Congress. However, former President Trump previously drew a line at deploying U.S. troops, mentioning only air support as a security guarantee for Ukraine.
