Six Locations Including Gangdong, Gwangjin, Dongjak, and Seocho Districts
Preemptive Measures to Block Dividing and Selling Private Alleyway Shares
The Seoul Metropolitan Government has designated roads within six Moa Town sites as land transaction permit zones in order to preemptively block speculative activities.
According to the city on August 21, the designated roads within Moa Town as land transaction permit zones include one in Gangdong-gu, three in Gwangjin-gu, one in Dongjak-gu, and one in Seocho-gu, totaling six locations. The designation period will run for five years, from September 2, 2025, to September 1, 2030. This measure aims to prevent speculative activities in advance, such as dividing ownership shares of privately owned alleyways and selling them to multiple individuals.
Once designated as a land transaction permit zone, any transfer or establishment of ownership or superficies rights for land shares exceeding 6 square meters in residential areas or 15 square meters in commercial areas requires prior approval from the head of the relevant district office.
Additionally, the city has lifted the land transaction permit zone designation for five locations, including areas not selected for public redevelopment projects. The locations are: the area around 338 Cheonho-dong, Gangdong-gu, which was removed from the redevelopment promotion district on July 17; the area around 212-1 Sageun-dong, Seongdong-gu, which was not selected as a candidate for the fast-track integrated planning; the area around 913 Sinwol-dong, Yangcheon-gu, where a project implementer was designated after the integrated planning decision; and the areas around 156-4 Sindang-dong and 50-21 Sindang-dong, Jung-gu, which were withdrawn from the Moa Town project sites.
Furthermore, the land transaction permit zones have been adjusted for two fast-track integrated planning redevelopment districts where project boundaries were changed for reasons such as securing vehicle access. These are the areas around 25-606 Changsin-dong and 629 Changsin-dong, Jongno-gu.
Choi Jinseok, Director of Housing for the Seoul Metropolitan Government, stated, "We are proactively blocking speculative transactions to maintain the soundness and transparency of the real estate market," adding, "This measure will help eliminate speculative elements from the Moa Town project and contribute to creating a healthy real estate market environment."
