This drill was organized to prepare for the possibility of a large-scale water pollution accident during the 2025 Eulji Exercise. It was co-hosted by the Han River Basin Environmental Office, Korea Environment Corporation, Gyeonggi Water Resources Headquarters, and Gwangju City. A total of about 60 personnel from related organizations participated, including Korea Water Resources Corporation, Korea Hydro & Nuclear Power, Han River Integrated Water Environment Center, Gwangju Fire Station, and Yangpyeong Fire Station. In addition, nine vessels and around ten pieces of equipment were mobilized to conduct a realistic, hands-on drill.
The scenario simulated a situation where a cleaning vessel returning to Paldang Lake was struck by a missile, resulting in an explosion and fire, and approximately 2,000 liters of diesel fuel leaking due to damage to the fuel tank.
The drill assumed subsequent fish deaths and the release of chemical substances (such as VOCs). Each agency promptly carried out procedures according to the on-site action guidelines for water pollution accidents, including fire suppression, rescue operations, containment work, and prevention of contamination spread.

Mayor Bang Sehwan, who observed the drill, said, "The purpose of this drill is to strengthen our response capabilities to protect Paldang Lake, the source of drinking water for the Seoul metropolitan area, from large-scale water pollution accidents." He added, "It is significant that we have reinforced the cooperation system among relevant agencies through a realistic, scenario-based drill rather than a mere formality."
Mayor Bang also stated, "We will continue to do our best to make Gwangju City a safe city that can respond quickly to water pollution accidents in the future."
