This initiative involves public health officials and consumer food sanitation inspectors, who are working together in a public-private partnership to actively inform local merchants about the problems associated with solicitation and the relevant legal penalties. The aim is to establish a sound business order and create a pleasant tourism environment.
Solicitation refers to acts by merchants or business owners who persistently follow tourists or shout at them in places such as streets, beaches, or markets, pressuring them to use their services.
Such acts are subject to penalties under Article 44 and Article 97 of the Food Sanitation Act, including business suspension (15 days for the first offense, 1 month for the second, and 3 months for the third) and imprisonment of up to three years or a fine of up to 30 million won. Uljin County plans to strictly enforce administrative measures such as business suspension against establishments that habitually violate these regulations.
County Governor Son Byeongbok stated, "Solicitation infringes on tourists' freedom of choice and damages Uljin's image," and added, "I ask for the cooperation of both residents and merchants in making Uljin a distinguished tourism city."
