All Youth Aged 13 to 18 Receive Transportation Welfare Cards
Free Access to City, Express, and Limousine Buses for Any Purpose
Youth in the Jeju region can now use public transportation completely free of charge.
According to Jeju Province on the 13th, starting this month, youth can ride Jeju city buses, express buses, and limousine buses free of charge for any purpose by using their issued Jeju Transportation Welfare Card.

This benefit is available to approximately 42,000 youth in the province between the ages of 13 and 18. It includes not only middle and high school students but also out-of-school youth. Jeju Province explained that this is the first case in the nation to support all aspects of youth daily mobility, not only for commuting to school but also for attending academies, participating in cultural and leisure activities, and meeting friends.
The Youth Transportation Welfare Card features the ONnara Pay system, a Jeju-type payment platform. ONnara Pay is the only simple payment platform among metropolitan governments nationwide to implement both QR code payment using the Merchant-Presented Mode (MPM) for bus fares and an open transportation payment system.

On the 13th, Jeju Province held an opening ceremony for free youth public transportation under the theme "Opening the Path for Youth" at Samda Park in Jeju City. Over 100 people attended, including Oh Younghoon, Governor of Jeju, Lee Sangbong, Chairman of the Jeju Provincial Council, Kim Kwangsoo, Superintendent of the Jeju Education Office, and local youth.
Yang Jinseong, a second-year student at Jeju National University High School, who spoke as a youth representative, said, "Whenever I had to travel to various places such as libraries, academies, and career experience centers outside of school for academic and career preparation, transportation costs became a real constraint. Through this policy, we have gained a foundation to move more freely and gain broader experiences," expressing gratitude.
Governor Oh Younghoon stated, "The free public transportation policy for youth is a meaningful policy that demonstrates how cooperation between the provincial government and the education office can solve problems by efficiently adjusting and managing budgets." Superintendent Kim Kwangsoo added, "The free public transportation policy for youth is not just about convenience, but marks a turning point in educational welfare and the realization of equal opportunity."
Jeju Province plans to expand transportation policies tailored to the needs of youth and enhance policy efficiency and accessibility by linking digital-based services, starting with the free youth public transportation policy.
