Seoul City Approves Architectural Review
39-Story Office Tower Planned
Convention Center, Baseball Stadium, Sports Complex, and Swimming Pool to Be Built
Preserving Main Stadium’s Symbolism and Ensuring Harmony with the International Exchange Complex
The area surrounding Jamsil Sports Complex will be transformed into a sports and MICE (Meetings, Incentives, Conventions, and Exhibitions) complex. A project to build a 'MICE Complex Cluster'-featuring exhibition and convention facilities, a five-star hotel, and an office building rising 39 stories-is set to break ground in 2026.
On August 13, the Seoul Metropolitan Government announced that the 'Jamsil Sports and MICE Complex Project' had passed architectural review at the 10th Architecture Committee meeting.
This project aims to develop the Jamsil Sports Complex area into an international-level convention center and exhibition hall, with four- and five-star hotels, as well as office, retail, and cultural facilities all organically connected within a comprehensive MICE cluster.
The complex will include an exhibition hall with 10 exhibition spaces (90,000 square meters), a convention facility comprising a grand ballroom and meeting rooms (16,000 square meters), a baseball stadium with a capacity of 30,000 seats, a sports complex with 11,000 seats, and a swimming pool accommodating 3,000 spectators. Accommodation facilities will consist of 800 rooms, including residences, business hotels, and a five-star hotel. Office facilities will be housed in two towers of 30 and 39 stories, respectively. The project will incorporate water-source heat energy and solar power to achieve zero energy for major facilities, and it will also prepare for future transportation systems such as Urban Air Mobility (UAM).
The project will feature an integrated design that preserves the symbolic status of the existing Jamsil Main Stadium while maintaining consistency with the Seoul International Exchange Complex. The main entrance area of the existing stadium will be used as a symbolic avenue, with key facilities such as the baseball stadium and exhibition hall arranged along it. A new Tancheon pedestrian bridge will be constructed, creating a pedestrian-friendly environment that connects to the Hangang Riverside Park. The Tancheon pedestrian bridge will link to the underground section of Tancheon-dong-ro, and within the complex, public pedestrian paths and a deck park over Olympic-daero will connect all the way to the Hangang Riverside Park.
To provide open spaces for citizens, two outdoor observation decks, an indoor observation deck, and a public promenade within the complex will be established. Various experiential and rest areas, including Green Motte Forest and Olympic Street, will be distributed throughout the site. The Jamsil Sports and MICE Complex Project is scheduled to begin construction in 2026, with completion targeted for 2032.
The city plans to attract a diverse range of domestic and international visitors and develop the site into a future-oriented urban economic hub that meets both tourism and business demand. Upon completion, the complex is expected to generate significant ripple effects, such as attracting corporate investment and creating jobs.
Choi Jinseok, Director of Housing Policy at the Seoul Metropolitan Government, stated, "Jamsil is an area with excellent geographic centrality and public transportation accessibility, offering tremendous growth potential for the sports and MICE industries. This project is expected to lay the foundation for attracting global companies and international events to the Jamsil area, and to make a significant contribution to tourism and revitalization of the local economy."
