Roadmap for Policy, Technology, and Industrial Cooperation
Presented at Joint Seminar in Hanoi

Korea and Vietnam have opened a new chapter of digital innovation and sustainable economic cooperation through blockchain technology.

Accelerating Economic Cooperation On the Korean side, various figures attended, including Dr. Najungsik of Acti Co., Ltd., former Minister of Agriculture, Forestry and Fisheries Shinhaeng Heo, former Minister of Land, Transport and Maritime Affairs Doyeop Kwon, Jang Gwangsik, Director of the National Strategy Planning Office, Professor Kwanbae Song of Myongji Graduate School, and Haeun Son, Chairman of BioBomb Together.

On August 7, in the seminar room of the Central Policy Strategy Committee in Hanoi, Vietnam, the joint seminar titled "Digital Innovation and Sustainable Economic Development through Blockchain" was held. This was the first large-scale official event encompassing the governments, industries, and academic sectors of both countries, and it served to concretize the blueprint for policy, technology, and industrial cooperation.


The seminar was hosted by the Central Policy Strategy Committee and organized by the Department of Science, Technology, and Digital Innovation. On the Korean side, various figures attended, including Dr. Najungsik of Acti Co., Ltd., former Minister of Agriculture, Forestry and Fisheries Shinhaeng Heo, former Minister of Land, Transport and Maritime Affairs Doyeop Kwon, Jang Kwangsik, Director of the National Strategy Planning Office, Professor Kwanbae Song of Myongji Graduate School, and Haeun Son, Chairman of BioBomb Together. On the Vietnamese side, government officials at the minister and vice minister level were present.


At the opening ceremony, former Minister Shinhaeng Heo and Director Nguyen Hong Hien delivered congratulatory remarks. Professor Kwanbae Song gave a keynote speech on "Blockchain (Digital Asset) Policy and Regulatory Framework," while Dr. Najungsik presented on "Traceability and Consumer Protection" and "Blockchain-RWA (Real World Asset) Digital Twin in the Agricultural Sector."


The discussions focused on the practical industrial application of blockchain and strategies for sustainable development. The presenters proposed specific cooperation measures, such as consumer protection, transparency of origin, digital transformation in agriculture, and RWA models, emphasizing the positive ripple effects that the technology could have across Vietnamese society and industry.


Immediately after the seminar, the two countries signed a letter of intent for joint cooperation and agreed to continue collaboration in policy, technology, and industry. In parallel, discussions were held on cooperation with major Vietnamese companies such as VNPAY and SON HA GROUP. Additionally, there were requests for blockchain and future strategy consulting from eight Southeast Asian countries, including India, Indonesia, Malaysia, and Cambodia.


The Central Policy Strategy Committee of Vietnam stated, "We define blockchain as a core foundational technology for the development of the digital economy and will strengthen in-depth cooperation with Korea," adding, "We will actively pursue joint projects in the areas of policy, legislation, technological experimentation, digital agriculture, public data management, and traceability."


Dr. Najungsik said, "If the technological capabilities and policy experience of both countries are combined, we can present an innovation model for the Asian economy," and emphasized, "This seminar is not merely a technical exchange, but the starting point for generating tangible results."


Experts predict that, spurred by this seminar, Korea-Vietnam cooperation will accelerate and that blockchain-based new businesses and policy linkages will spread throughout Southeast Asia.
