Civic movements to prevent the relocation of the Ministry of Oceans and Fisheries to Busan are continuing. Citizens have been protesting the relocation through rallies and other means, calling for its cancellation, and have now filed a constitutional complaint.
The group, tentatively named the Ministry of Oceans and Fisheries Citizens' Watch, announced on August 8 that it had filed a constitutional complaint with the Constitutional Court regarding the decision to relocate the ministry to Busan.
They argue that the government's plan to relocate the Ministry of Oceans and Fisheries to Busan infringes upon basic rights of citizens, including: ▲freedom of occupation (Article 15 of the Constitution), ▲protection of property rights (Article 23 of the Constitution), and ▲the right to equality (Article 11 of the Constitution). They also claim that the measure violates Article 16 and its enforcement decree of the Special Act on the Construction of Multifunctional Administrative City (the Multifunctional Administrative City Act), making it an unconstitutional action.
