Gyeonggi Province Resolves 79% of Wage and Payment Delay Complaints in Construction Projects

Gyeonggi Province has resolved approximately 80% of wage and payment delay complaints related to construction projects this year.


On August 8, Gyeonggi Province announced that from January to July of this year, it had resolved 58 out of a total of 77 wage and payment delay cases (amounting to 1.862 billion won) that occurred at construction sites within the province, settling 1.482 billion won. This accounts for 79% of the total reported delayed payment amount.


Among the 77 reported cases, 72 cases (93.5%) were related to unpaid construction machinery fees, while 5 cases involved subcontract payment delays. In terms of resolved cases, the construction machinery sector accounted for 57 cases (98.3%), the highest number. Only one case of subcontract payment delay was resolved.


Gyeonggi Province is currently expanding its policies to focus not only on post-incident handling but also on the prevention of payment delays.


Additionally, the province is providing advance consulting on subcontracting to those in charge of construction projects ordered by the provincial government and affiliated public institutions.

The province distributes construction machinery wage delay guidelines every quarter and explains the direct verification system for construction machinery lease contracts to sites scheduled to begin construction, thereby enhancing legal and institutional understanding on site through prevention-focused administration.


In the second half of this year, Gyeonggi Province plans to strengthen publicity for the 'Gyeonggi Province Subcontracting Irregularity Reporting Center' by utilizing YouTube promotional videos and online banners, and to regularize unannounced joint inspections as part of various measures to prevent and resolve payment delays.


Furthermore, through the ongoing policy research project titled 'Establishment of the Basic Plan to Expand Gyeonggi-Style Wage Delay Prevention Policies and Introduce a Certification System for Excellent Small and Medium Construction Companies,' the province plans to further develop and expand wage delay prevention policies next year.


Kang Seongsup, Director of the Construction Bureau of Gyeonggi Province, stated, "Protecting the rights of construction workers and enhancing fairness and reliability across the construction industry are the core goals of the province," adding, "We will continue thorough inspections and swift resolutions to ensure that no construction machinery lessor, subcontractor, or worker suffers from wage delays."
