Not a Psychopath in the Incheon Firearm Case
On August 4, the police stated regarding the decision not to refer Ryu Heelim, former chairman of the Korea Communications Standards Commission, for indictment on charges of obstruction of business through "inducing civil complaints," that "We intended to conduct a search and seizure, but the prosecution did not approve the request."
Park Sungju, Commissioner of the National Investigation Headquarters at the National Police Agency, said during a regular press briefing that day, "There were three requests for supplementary investigation. Under those circumstances, we did our best."
Commissioner Park also addressed the issue of not conducting a psychopathy test on the suspect in the Incheon homemade firearm murder case, explaining, "Based on the profiler's interview with Mr. A, it was determined that he did not fall within the criteria for testing, so the test was not administered."
Previously, Mr. A was accused of firing a homemade firearm and killing his son, Mr. B, who was in his 30s, at around 9:31 p.m. on July 20 at an apartment on the 33rd floor in Songdo-dong, Yeonsu-gu, Incheon. Multiple explosives, including thinner and ignition devices, were found at Mr. A's residence.
