Guro District Launches "Qualification Exam Pass Congratulatory Grant"
200,000 Won Guro Love Gift Certificates for Each Successful Candidate
Guro District in Seoul (District Mayor Jang Inhong) has become the first among Seoul’s autonomous districts to implement a congratulatory grant program, awarding Guro Love Gift Certificates worth 200,000 won per person to out-of-school youths who pass the qualification exam (Gyeomjeong Gosi).
The "Qualification Exam Pass Congratulatory Grant" is a system established to celebrate and support out-of-school youths who have challenged themselves to return to their studies, with the local community joining in the encouragement. This initiative not only boosts the morale and self-esteem of young people by recognizing their academic achievements, but also contributes to revitalizing the local economy through the distribution of Guro Love Gift Certificates, creating a dual benefit.
Eligible recipients are out-of-school youths who, as of the date they pass the qualification exam, have been registered residents of Guro District for at least one year and are between the ages of 9 and 24. This applies to those who pass the elementary, middle, or high school qualification exams in 2025, excluding foreigners.
The number of qualification exam passers in Guro District has steadily increased over the past three years, rising from 149 in 2022 to 250 last year, and approximately 300 are expected to pass this year.
Selected recipients will receive the gift certificates via the SeoulPay+ app during November. These certificates can be used at affiliated stores in Guro District, including academies, bookstores, hospitals, and restaurants, but are not valid at gambling-related businesses or entertainment establishments. The certificates are valid for one year from the date of issuance.
Applications will be accepted from September 1 to October 31. Applicants, their parents, or guardians may apply online through the Guro District Office website, or in person at the Guro Youth Support Center Kkumdream or the Youth Welfare Team of the Child and Youth Division at the Guro District Office. Required documents include the qualification exam pass certificate, a copy of the resident registration, and a consent form for the provision of personal information.
