On the night of August 3, President Lee Jaemyung instructed relevant ministries and local governments to take proactive administrative measures to minimize damage from the forecasted extreme heavy rainfall, emphasizing the principle of "action first, report later."

Through his social media account on this day, President Lee stated, "Heavy rain is once again forecast nationwide starting tonight. There are still many areas where the damage from last month's torrential rain has not yet been restored, which is a major concern," explaining the reason for his directive.

President Lee added, "I have also established a system that allows for video conferences with the National Crisis Management Center in the event of an emergency, and I am closely monitoring the heavy rainfall situation," and emphasized, "I urge all citizens to regularly check weather forecasts and actively cooperate with government guidance."

Meanwhile, on this night, heavy rainfall with an hourly precipitation of up to 50 to 80 millimeters was forecast for most of the Seoul metropolitan area, as well as the Chungnam and Jeonbuk regions.
