The 'Human Town 2.0' project will be officially launched in the area around 47 Ogin-dong, Jongno-gu, Seoul. Building regulations will be eased to allow residents to construct new buildings or remodel existing ones, and living convenience facilities such as parking lots and green spaces will be expanded.

The Seoul Metropolitan Government announced that it has laid the groundwork to officially promote the 'Human Town 2.0' project and the Ministry of Land, Infrastructure and Transport's 'New Village Project' by revising the maintenance infrastructure and maintenance plans, including height and number of floors, for the residential environment improvement project area around 47 Ogin-dong, Jongno-gu.


Human Town 2.0 is a Seoul city policy that supports individual construction, such as new construction or remodeling of non-apartment houses like single-family or multi-family homes, in low-rise residential areas where large-scale redevelopment or reconstruction is difficult.


This project focuses on easing building regulations and expanding infrastructure so that residents can independently or jointly build new houses or renovate existing ones without large-scale demolition, such as redevelopment or reconstruction.


In Ogin-dong, it has been difficult to build new houses or add floors due to its designation as a natural landscape district and height restriction district. With the recent revision of the maintenance plan, the building height limit has been relaxed from the previous 3 floors (12 meters) to 4 floors (16 meters).


The city will utilize public land to create parking lots and pedestrian and green spaces throughout the neighborhood. Narrow alleys will be widened, and a more pleasant environment will be created, which is expected to significantly increase residents' satisfaction with their living conditions.


Financial support has also been strengthened. New builders can receive loans of up to 3 billion won, with interest support of up to 3%. Residents wishing to expand or remodel their homes will be provided with renovation loans tailored to their property status to ease their financial burden.


In addition, in cooperation with the Ministry of Land, Infrastructure and Transport's 'New Village Project', the city plans to rapidly establish infrastructure by securing up to 15 billion won in national funding.


Through the establishment of a planning service for Human Town 2.0 candidate sites in the Ogin-dong area, the city plans to designate the area as a special construction zone, a concentrated building agreement zone, and a remodeling activation zone, and to actively promote the project by relaxing standards for floor area ratio, building coverage ratio, and landscaping area.


In addition, the city plans to continue promoting the supply of non-apartment housing by easing building regulations in other Human Town 2.0 pilot project sites, such as Mangwoo-dong in Jungnang-gu and Guro-dong in Guro-gu.


Choi Jinseok, Director of Housing for the Seoul Metropolitan Government, said, "Once Human Town 2.0 is fully implemented, public, systematic development of aging residential areas, the easing of standards, and expanded financial support will activate resident-centered housing maintenance. We expect that this revision of the maintenance plan will make a significant contribution to creating a pleasant residential environment for the residents of Ogin-dong."
