Jo Incheol Proposes Amendments to Youth Framework Act and Special Act on Support for Areas with Population Decline
Aims to Provide Systematic Support for Young People Settling in Local Regions

Jo Incheol, a member of the Democratic Party of Korea (representing Gwangju Seo-gu Gap), announced on July 31 that he has proposed the "Amendment to the Framework Act on Youth" and the "Amendment to the Special Act on Support for Areas with Population Decline" to systematically support young people settling in local regions.
The "Amendment to the Special Act on Support for Areas with Population Decline" stipulates that support projects for housing, employment, and education can be given priority for young people who move from other regions to areas experiencing population decline. The "Amendment to the Framework Act on Youth" requires the national and local governments to explicitly address the reduction of regional disparities in employment, education, housing, welfare, and culture in the policy-making process aimed at improving the quality of life for young people.
Until now, various local governments have implemented diverse policies to attract and retain young people, but there have been criticisms that these efforts lack sufficient legal grounds. The amendments are significant because they provide a legal foundation to further energize youth settlement projects being conducted by each local government and to address the issue of youth outflow.
Jo emphasized, "President Lee Jaemyung has stressed that balanced development is not a matter of 'consideration' but a survival strategy for the nation." He added, "Balanced development begins with the creation of cities where young people do not leave, and I hope that through these amendments, young people will not have to leave their hometowns, will receive various forms of support, and will be able to design happy lives."
