Curious About How to Prevent Jeonse Scams? Gwangjin District Publishes 'Safe Jeonse Guidebook'

Gwangjin District in Seoul (District Mayor Kim Kyungho) has published the '2025 Gwangjin-gu Safe Jeonse Guidebook' to prevent potential damages that may occur during jeonse (long-term lease) contracts and to support residents in settling into safe housing.

Amid ongoing concerns about housing-related damages such as jeonse scams, the district has produced and distributed a 'Jeonse Contract Safety Manual' that systematically organizes key precautions and checklist items for each stage of the contract process, particularly targeting young people who lack experience with housing contracts. This aims to provide practical prevention against actual damages.


The guidebook includes essential and practical information for tenants, such as major types of jeonse scams and prevention methods, pre-, during-, and post-contract checklists, instructions for verifying property rights and reporting contracts, guidance on subscribing to deposit return insurance, and support systems available in case of damages. QR codes linking to relevant websites are also included to enhance accessibility and convenience.


In particular, core checkpoints such as whether the property is unauthorized, price comparison, reviewing the certified copy of the real estate register, and checking the landlord's tax delinquency status are organized by category, making it easy for housing beginners to understand.


A total of 1,500 copies of the guidebook have been produced and placed at Seoul Youth Center Gwangjin, Gwangjin-gu Single-Person Household Support Centers (two locations), the Gwangjin District Office Civil Service Room, each neighborhood community center, and major universities within the district. Anyone can receive a free copy when visiting these locations. Additionally, the guidebook is available for free viewing in e-book format on the Gwangjin District Office website.


The guidebook was also distributed directly to students during the 'Jeonse Scam Prevention Education and Promotion Booth at Konkuk University,' and was provided to participating youth during the 'Solid Housing Education' and 'Living by Jeonse and Monthly Rent Law' lectures organized by Seoul Youth Center Gwangjin, receiving a positive response.


The guidebook also features Gwangjin District’s specialized policies, such as the operation of a Safe Jeonse and Monthly Rent Contract Counseling Center for single-person households, youth monthly rent support programs, an MBTI-based certified realtor matching service, and QR guidance on essential real estate transaction checklists, introducing practical district-level housing stability support measures.


This guidebook was produced as part of the 'Real Contract Tips for Youth and University Students' project. Gwangjin District plans to continue providing education on housing-related law, finance, and real estate through university visits and collaboration with youth centers and single-person household centers.


Kim Kyungho, Mayor of Gwangjin District, stated, "As more young people and single-person households enter into their first jeonse contracts, providing information to prevent damages and create a safe housing environment is crucial," adding, "We will continue to expand various housing support policies to make Gwangjin a place where residents can live with peace of mind."
