Yongin City to Provide Early Scrapping Subsidies for 500 Old Vehicles

Subsidies Also Provided for Installation of Emission Reduction Devices
on 43 Diesel Vehicles

Yongin City in Gyeonggi Province will begin accepting applications for subsidies for early scrapping of old vehicles and installation of diesel particulate filters (DPF) for diesel vehicles on a first-come, first-served basis starting from July 28.

Yongin City to Provide Early Scrapping Subsidies for 500 Old Vehicles

The subsidy for early scrapping is available for a total of 500 vehicles, including: ▲ Grade 4 diesel vehicles by emission standards ▲ Grade 5 vehicles of all fuel types ▲ Road-use construction machinery of Type 3 (vehicles subject to emission standards applied before August 31, 2009) ▲ Forklifts and excavators (vehicles subject to emission standards applied before December 31, 2004).


Applicants must meet certain requirements to receive support. For vehicles and construction machinery with a gross weight less than 3.5 tons, the place of use must have been registered continuously in either the Air Quality Control Area or Yongin City for at least six months as of the application date.


Additionally, the vehicle must pass a visual inspection, be confirmed as operational on the early scrapping eligibility certificate, and must not have previously been equipped with an emission reduction device or converted to a low-emission engine with government or local government support. For vehicles and construction machinery with a gross weight of 3.5 tons or more, there is an additional requirement of ownership for at least six months.


The maximum subsidy amount for vehicles under 3.5 tons is 3 million KRW for Grade 5 vehicles and 8 million KRW for Grade 4 vehicles. Within these limits, the subsidy will be provided based on the Insurance Development Institute’s vehicle standard value as follows: 100% for Grade 5 vehicles under 3.5 tons, 50% for Grade 4 vehicles with five seats or less, 70% for other Grade 4 vehicles, and 100% for vehicles over 3.5 tons.


An additional subsidy within the maximum limit is available if a new or used car is purchased after scrapping the old vehicle. Details on the support criteria can be found in the official announcement.


Once selected as an early scrapping recipient, the vehicle must be delivered to a designated scrapyard in the Seoul metropolitan area and undergo an on-site or online inspection to verify its condition. If the vehicle is delivered to a scrapyard outside the metropolitan area, only online inspection is allowed.


Applicants can apply online through the Integrated Automobile Emission Management System or send a completed application form by registered mail to the Korea Automobile Environment Association. For applications by registered mail, only those postmarked on or after July 28 will be accepted.


The city will also provide DPF installation subsidies for 43 Grade 5 diesel vehicles. This support is also on a first-come, first-served basis.


The DPF installation subsidy ranges from 2,151,000 KRW to 5,844,000 KRW depending on vehicle specifications and performance, with 10% to 12.5% of the cost to be paid by the applicant. Applications are accepted only online through the Integrated Automobile Emission Management System. Recipients of the DPF subsidy must operate the vehicle for two years without scrapping or deregistering it, and will be excluded from future early scrapping subsidy programs.


Vehicles equipped with DPF will be exempt from restrictions on the operation of old diesel vehicles during emergency fine dust reduction measures and the seasonal management system. During the three-year warranty period, environmental improvement charges will not be imposed, and if the vehicle passes the emission standard in the performance test conducted 45 to 75 days after installation, it will also be exempt from the emission inspection.


Meanwhile, DPF installation subsidies for Grade 5 vehicles will only be provided until next year.
