Kim Jinnam, a member of the Jeonnam Provincial Council's Education Committee (Democratic Party of Korea, Suncheon 5), recently urged Jeonnam Province to deliver tangible administrative results in commemoration of the first anniversary of the enactment of the "Special Act on Ending Dog Meat Consumption" during the 392nd temporary session of the Jeonnam Provincial Council.

Kim stated, "Jeonnam Province announced that it had completed a fact-finding survey and submission of implementation plans for 287 dog meat-related businesses in the region, but since then, support for business conversion or institutional improvements have not been felt on the ground." He emphasized, "Beyond a formal response, what is needed is the implementation of truly effective policies."

Kim specifically questioned the administration on several concrete matters, including "the conversion results and consulting effectiveness for 44 farms wishing to switch businesses," "measures to prevent abandonment and illegal slaughter of remaining dogs for consumption," "whether an interdepartmental cooperation system centered on the task force team is being operated," and "the holding of explanatory sessions and public awareness campaigns for residents."

Kim stressed, "Ending dog meat consumption is not merely a regulation of dietary culture, but a turning point toward animal welfare and public values in our era." He added, "Jeonnam Province must not hesitate or take a passive approach to follow-up measures. It is necessary to actively communicate and restore public trust."

In response, Park Hyunsik, Director of the Agriculture, Livestock and Food Bureau of Jeonnam Province, said, "We will thoroughly conduct field-oriented inspections to ensure the complete end of dog meat consumption by the legal deadline of February 2027, and will actively seek customized consulting and stable income generation plans for farms wishing to convert their businesses."
