The 341st Extraordinary Session Closes... Final Deliberation and Approval of 25 Agenda Items
The Hanam City Council in Gyeonggi Province (Chairman: Keum Kwangyeon) has adopted proposals and resolutions aimed at improving transportation convenience for citizens and establishing a foundation for future industries, urging Gyeonggi Province to implement practical and resident-centered policies.

On the 25th, the City Council held the 2nd plenary session of its 341st extraordinary session and gave final approval to a total of 25 agenda items, including the "Proposal Urging Adjustment of Budget Sharing Ratio for Gyeonggi Province City Bus Public Management System," the "Resolution Urging Incorporation of Resident Opinions in the Hanam Gyosan AI Innovation Cluster Project," as well as various motions and ordinances.
These proposals and resolutions were prepared based on the urgent need to resolve transportation imbalances, create quality jobs, and establish an institutional foundation to revitalize the local economy.
First, in the "Proposal Urging Adjustment of Budget Sharing Ratio for Gyeonggi Province City Bus Public Management System" initiated by Chairman Keum Kwangyeon, it was pointed out that the uniform budget sharing ratio of 30% for the province and 70% for cities and counties, applied by Gyeonggi Province, places an excessive burden on cities and counties with poor financial conditions.
In particular, it was noted that Hanam City is facing a sharp increase in financial burden, with the related budget for 2025 exceeding 8 billion KRW?a 159% increase compared to the previous year. The proposal called for a shift to a 50:50 cost-sharing arrangement between the province and cities/counties.
Additionally, the proposal called on Gyeonggi Province to promptly devise effective measures to secure financial resources for the stable establishment of the public management system.
Next, in the "Resolution Urging Incorporation of Resident Opinions in the Hanam Gyosan AI Innovation Cluster Project," which was initiated by Councilor Jeong Byungyong and unanimously adopted, the council urged that resident opinions be actively reflected so that Hanam City can enjoy substantial benefits from the "Hanam Gyosan AI Innovation Cluster Project," a core initiative of Gyeonggi Province's hub strategy.
Above all, the resolution emphasized that Hanam City should not merely provide the site, but should also receive tangible benefits in education, industry, and employment. It stressed the need for: prompt administrative support for swift project implementation; prioritization of Hanam City talent in recruitment and strengthening of education and research functions; and the establishment of strategies to realize a self-sustaining city in connection with local industries.
In addition, during the 2nd plenary session, councilors Jeong Hyeyoung, Lim Heedo, Park Sunmi, and Kang Seongsam raised various issues in their five-minute speeches, including internal guidelines for Hanam City events and problems related to the protection of stray animals in the Gyosan district.
They also called for a thorough investigation and responsible action regarding violations of overseas business trip regulations by public officials, and proposed active administrative measures and policy suggestions to revitalize the commercial area in the central business district of Misagangbyeon City.
In his closing remarks, Chairman Keum Kwangyeon said, "I would like to thank my fellow council members who have worked hard in each standing committee during the past four days of the session, as well as all related public officials who actively cooperated in the review of agenda items and the operation of the session." He added, "I hope that the various points and opinions raised by council members during the agenda review will be actively considered and reflected."
