Sunchang County in North Jeolla Province will begin a pilot operation of the 'Smart Civil Affairs Notification Messaging System' starting on July 28.
According to the county on July 25, this system provides real-time notifications to citizens' mobile phones throughout the entire process from civil affairs application to completion. It was introduced to improve citizen satisfaction and enhance administrative efficiency.

The 'Smart Civil Affairs Notification Messaging System' is linked with the Saeol Administrative System and provides step-by-step notifications for all statutory civil affairs cases with a processing period of two days or more. These steps include: application receipt, assignment of a person in charge, requests for supplementation or correction, extension of processing period, and completion of processing. After the civil affairs process is completed, a satisfaction survey is also conducted, which is expected to better reflect residents' opinions.
The county will also introduce features to improve internal work efficiency. For civil affairs cases nearing their deadline, a 'pre-notification' AlimTalk message will be sent to the person in charge, and administrators will be able to continuously monitor the status of civil affairs processing by department, allowing for systematic management.
In addition, with the introduction of this system, the existing text message service will be upgraded to be based on KakaoTalk and RCS (Rich Communication Services). The sender's organization name will be displayed, and a 'Safe Mark' for public institution authentication will also be provided. This is expected to reduce residents' concerns about spam messages and smishing.
Choi Youngil, the county governor, stated, "With the introduction of this system, we expect that the inconvenience experienced by residents who were frustrated by not being able to track the civil affairs process will be greatly alleviated." He added, "We will continue to pursue prompt and accurate communication with residents through digital-based smart administration."
