Jung Eunkyung, the newly appointed Minister of Health and Welfare, addressed the controversy over "preferential reinstatement for medical residents," stating, "I am well aware that there has been strong criticism regarding favoritism." However, she also expressed her view that "it is important to consider that the current situation began with the unilateral implementation of policy."

Speaking with reporters immediately after her inauguration ceremony at the Government Sejong Complex on the 22nd, Minister Jung said, "If there is a gap of more than two years in the training of new doctors, it could pose greater difficulties for both patients and the public." She added, "I will look for efficient and reasonable ways to swiftly restore normalcy from the public's perspective." She explained, "There are hospitals that need to train residents, residents who need to receive training, and some residents who have already returned. If the parties involved in training can reach a consensus, the government will actively support the process and seek solutions through a training consultative body."


When asked whether she believes the demands of the residents align with public expectations, she replied, "Issues such as the essential medical care package and medical malpractice have been important topics continuously reviewed in previous government healthcare reform plans." She added, "Any evaluations and improvements will be made with the goal of protecting both healthcare professionals and the public in mind." She further stated, "Ensuring continuity in training and strengthening training programs are also moving in the right direction," and emphasized, "I believe this should be an opportunity to create a better training system."


Regarding the message from doctors' and residents' organizations expressing a desire for dialogue, she said, "I believe this reflects a strong desire to quickly restore normalcy in healthcare from the public's perspective," and added, "I also hope that everyone will engage in discussions with a more positive attitude."


Regarding her first actions after taking office, Minister Jung stated, "I will first check how heatwave prevention and management measures are being implemented for vulnerable groups." She also emphasized, "Restoring normalcy in healthcare is urgent," and said, "I will first meet with associations representing patients with severe and rare diseases, as well as medical professionals."


Regarding President Lee Jaemyung's campaign pledge to improve the reduction of basic pension benefits for couples, she said, "Since this requires a significant amount of funding, I understand that detailed plans for implementation are still under review." She added, "I believe ways to secure fiscal stability or better guarantee income in old age will be discussed through structural reform processes in the National Assembly, and the Ministry of Health and Welfare will actively participate in these efforts."
