Daegu City announced on July 21 that it will conduct an inspection of 23 local housing cooperatives in the Daegu area by August 20. The purpose is to proactively respond to various disputes and civil complaints involving local housing cooperatives, ensure smooth project progress, and strengthen the protection of cooperative members.
This inspection was initiated in response to a series of related disputes that have recently emerged during the promotion of local housing cooperatives, such as excessive increases in construction costs, nondisclosure of cooperative information, and unfair contracts.
District and county offices in Daegu have been conducting field investigations since early July. In particular, for cooperatives with a high number of civil complaints and disputes, Daegu City, district offices, and county offices will carry out joint inspections.
Daegu City will focus on issues that could cause substantial harm to cooperative members, including the selection of service agencies, recruitment advertisements for members, cooperative membership contracts, and accounting practices.
If violations are identified, the city plans to impose administrative measures such as corrective orders, fines, and legal complaints. In addition, for cooperatives that obstruct or refuse the inspection, the city will provide guidance for a certain period and, if noncompliance continues, will proceed with legal action.
Through this inspection, Daegu City aims to diagnose the overall management and operation of local housing cooperatives and to establish a systematic management system by proposing institutional improvements.
Meanwhile, Daegu City has worked to prevent civil complaints by strengthening administrative guidance and public relations at the stage of cooperative member recruitment, where many problems have occurred. The city has also proposed measures to verify construction costs and the institutionalization of joint inspections by experts to the Ministry of Land, Infrastructure and Transport.
Heo Jooyoung, Director of Urban Housing at Daegu City, stated, "We will strengthen field inspections and actively pursue institutional improvements to ensure transparent operation of local housing cooperatives and prevent harm to members," adding, "We will do our utmost to protect the rights and interests of cooperative members and to ensure fair project implementation."
