The Gyeongbuk Office of Education (Superintendent Lim Jongshik) announced on July 20 that, following a recent incident involving unauthorized entry by an outsider during an exam period, it conducted an emergency inspection of security measures related to student assessments at all general high schools in the Gyeongbuk region. The inspection found no particular signs of security anomalies.
This inspection was carried out through on-site visits. In particular, regarding the appropriateness of operating security devices, which was emphasized during the inspection, it was confirmed that most schools are operating stable management systems in accordance with the guidelines.
The Gyeongbuk Office of Education stated that, prompted by this incident, it will re-examine all systems related to student assessments and implement the following preventive, management-focused improvement measures.
First, the school security and surveillance systems will be comprehensively strengthened. In particular, the management of personnel authorized to handle security devices, as well as the review of records of security device deactivation and CCTV footage during assessment periods, will be reinforced.
Second, security management of the assessment management rooms will be enhanced. This includes appointing primary and secondary supervisors, installing double-lock systems for exam paper storage areas, maintaining access logs, and checking the performance of CCTV systems to further strengthen the security framework.
Third, the "Step-by-Step Manual for Academic Assessment Management" will be distributed in booklet form to each school, and on-site teacher training will be conducted at each school to increase practical utilization.
Fourth, a comprehensive survey will be conducted on cases of zero scores over the past three years and on exam paper leaks over the past ten years, in order to closely examine each school's criteria and practices for handling academic records.
Fifth, a "Student Assessment Security Reporting Center" will be operated to allow anyone to report suspicious cases related to assessments. All reports received will be handled swiftly and strictly to ensure fairness and reliability in the evaluation process.
Sixth, in order to protect students and provide emotional support, counseling programs linked with the Wee Center will be operated. In particular, one-on-one customized college admission consulting will be provided for third-year high school students to minimize confusion.
The Gyeongbuk Office of Education will officially express its strong commitment to establishing a fair assessment system and restoring trust in education through a letter issued in the name of the Superintendent. The contents will be communicated to parents and students via each school's website and newsletters.
