Dedicated Counters and Call Center by Township to Minimize Citizen Inconvenience

The city plans to minimize inconvenience for citizens by establishing a prompt and systematic system, including a dedicated task force (TF), reception desks at township and neighborhood offices, a visiting application service, and a call center.
The Livelihood Recovery Consumption Coupon TF, led by Deputy Mayor Jang Sanggil, consists of relevant departments and representatives from 29 townships and neighborhoods, and will oversee the entire process from distribution to post-processing.
To make the application process accessible to everyone, the city has set up dedicated counters at the administrative welfare centers of all 29 townships and neighborhoods, providing on-site assistance during regular weekday office hours.
A dedicated call center will also be operated to provide prompt and accurate guidance on application procedures, payment amounts, and usage methods.
In particular, a "visiting application service" will be available for elderly citizens and people with disabilities who have difficulty moving. In addition, 452 welfare support workers will guide approximately 35,000 elderly people living alone on how to apply, ensuring that vulnerable groups are not left out.
The application period runs from July 21 to September 12. To facilitate a smooth application process, a five-day rotation system will be in effect for on-site applications during the first two weeks, until August 1.
Based on the last digit of the applicant's birth year, applications can be submitted on Mondays (1, 6), Tuesdays (2, 7), Wednesdays (3, 8), Thursdays (4, 9), and Fridays (5, 0). Afterward, applications can be submitted at any time until September 12.
For the first round of payments, Pohang citizens will receive between 180,000 and 430,000 won, depending on eligibility. For the second round, which will be distributed after September 22, an additional 100,000 won per person will be provided to 90% of the population, excluding the top 10% income bracket.
However, if the consumption coupon is not applied for within the designated application period, the applicant will be excluded from the distribution and will not be able to apply in the second round, so it is essential to apply within the period.
The consumption coupons will be provided in the form of credit/debit cards and Pohang Love Gift Certificates (both mobile and card types), and must be used by November 30.
Mayor Lee Kangdeok stated, "I hope that the distribution of these consumption coupons will serve as an opportunity to revitalize the local economy," and added, "To ensure a swift recovery of the livelihood economy, it is important that the coupons are used within the deadline. We will mobilize all administrative resources so that every citizen can apply without omission and use them conveniently."
