Jungnang-gu Signs Nation's First Legal Welfare Agreement for Free Litigation Support

Cooperation with Korea Legal Aid Corporation
On-Site Legal Consultations for Vulnerable Groups

Jungnang-gu in Seoul (District Mayor: Ryu Kyunggi) announced on the 18th that it has signed a business agreement with the Korea Legal Aid Corporation (Chairman: Kim Youngjin) and established an integrated legal welfare support system for vulnerable groups, marking the first such initiative among local governments nationwide.

This agreement was established to provide free legal consultations and litigation support for economically and socially vulnerable groups. The support targets include not only basic livelihood security recipients and victims of school violence, but also workers with unpaid wages or severance pay earning less than 4 million won per month on average, small business owners, and victims of illegal private lending.


Under the agreement, Jungnang-gu will build an organic cooperation system with local community centers and the Seoul Northern Branch of the Korea Legal Aid Corporation. The district also plans to provide on-site legal consultations and legal culture education in collaboration with welfare staff. In addition, a dedicated communication system will be established between community centers and the Legal Aid Corporation to promptly connect eligible individuals to legal support services.


In particular, for major civil and criminal lawsuits faced by vulnerable groups, the district will provide full litigation cost support free of charge, which is significant in strengthening the protection of residents' rights who are at risk of falling through legal safety nets.


The main points of the agreement include establishing linkage plans with the social welfare delivery system, identifying vulnerable groups and connecting them to legal support, strengthening protection systems through participation in the local community security council, and providing on-site legal services and legal culture education.


Ryu Kyunggi, Mayor of Jungnang-gu, stated, "This agreement is a meaningful starting point for supporting residents through a unified welfare and legal delivery system," and added, "The district will actively play its role to ensure that residents who have struggled due to financial reasons can also receive legal protection."
