Initially, the floor leaders of both parties had tentatively agreed to process the hearing report at the plenary session, including both parties' opinions on the nominee’s qualifications and disqualifications.

However, the People Power Party demanded that the adoption of the report be postponed to July 21, citing reasons such as the special prosecutor's search and seizure of lawmakers Kweon Seongdong and Lee Cheolgyu. The Democratic Party rejected this request and proceeded with the vote.

The adoption of the hearing report took place 14 days after the government submitted the personnel hearing request to the National Assembly. If President Lee Jaemyung approves the appointment of nominee Jung, he could begin his duties as early as next week.
