On July 18, President Lee Jaemyung stated, "The Ministry of the Interior and Safety must take the lead, and all ministries and agencies should mobilize every available resource and administrative capacity."

That morning, at the Central Disaster and Safety Situation Room in the Seoul Government Complex, President Lee convened a meeting to review the response to the heavy rainfall. Regarding the damage caused by the downpours, he said, "We are seeing both human and material losses in various places," and emphasized, "The state's foremost duty is to protect the lives and safety of its people."


President Lee continued, "We will deploy all necessary measures to prevent damage and accidents, even if it may seem excessive." He added, "The Korea Meteorological Administration appears to be doing its best, but I ask that, despite the challenges, you proactively and rapidly disseminate weather information by region so that local governments and national agencies can respond in advance as much as possible."


President Lee also said, "Local governments inevitably play a very important role. I ask that they rigorously maintain emergency duty systems, thoroughly conduct preemptive inspections, and faithfully implement post-disaster recovery and support measures." He added, "While minimizing damage is crucial, please ensure that sufficient protection and recovery support measures are in place so that those affected can quickly return to their daily lives."
