Public-Private Partnership Project Launched
to Support Climate Change Response
and Economic Empowerment
International relief and development NGO Plan, in cooperation with the Korea International Cooperation Agency (KOICA), has officially launched a public-private partnership project in Quang Tri Province, central Vietnam, to strengthen the economic capacity of ethnic minority women through climate-resilient agriculture.
The project’s kick-off ceremony was held on July 3, 2025, at the Saigon Hotel in Dong Ha City, Quang Tri Province, Vietnam. The event was attended by the Deputy Director of the Department of Agriculture and Environment of Quang Tri Province, the Vice President of the Women's Union, the Country Director of Plan Vietnam, local residents, and members of the media.
Quang Tri Province, where the project is being implemented, is an area frequently affected by natural disasters such as heavy rain, flooding, landslides, and droughts. These disasters have a significant impact on the lives and livelihoods of ethnic minorities who depend on agriculture. In particular, women are even more vulnerable to climate change due to traditional gender roles and limited access to resources, which further exacerbates multidimensional poverty in the community.
In response, Plan and KOICA are providing various forms of support through this project to help ethnic minority women in the region build their capacity to respond to climate change and secure sustainable livelihoods.
This three-year project will focus on four main areas.
First, comprehensive support will be provided, including agricultural and livelihood technology workshops, field-based training and individualized coaching, and practical technical assistance, so that residents can continue farming stably even in changing climate conditions.
In addition, by establishing agriculture-based livelihood models, the project will support local residents in forming self-help groups for self-reliance by providing equipment and subsidies, and will also help expand agricultural product sales channels through opportunities to participate in trade fairs.
To help women develop leadership skills and actively participate in society, the project will offer education, facilitate exchanges between regions, and create forums for dialogue, ensuring that women's voices are reflected in important community decision-making processes.
Finally, various activities will be carried out to raise awareness in the community. The project plans to educate residents on how to respond to climate change and to foster a consensus on the importance of women's participation by discussing the region's socio-economic development plans together.
A representative from Plan stated, "The core of this project is to support ethnic minority women, who are particularly vulnerable in the face of the climate crisis, so that they can maintain stable livelihoods and plan for better lives," adding, "We will do our utmost to ensure that the entire region can grow together through sustainable agricultural models."
