Starting from 5 p.m. the previous day, a heavy rain advisory was issued throughout Hanam, and by the morning of the 17th, the cumulative rainfall had reached approximately 110 mm. The city immediately activated the Disaster and Safety Countermeasures Headquarters, mobilizing more than 250 people, including task force members and staff from 14 administrative welfare centers, to focus all efforts on disaster response.


This inspection was carried out in response to the growing need for proactive measures, as heavy rain has recently caused a series of damages nationwide. On the previous day in Osan, Gyeonggi Province, a retaining wall of an overpass collapsed due to torrential rain exceeding 40 mm per hour, causing a vehicle to be buried. In Seosan, South Chungcheong Province, roads were flooded and vehicles were stranded, among other incidents.


To prevent damage from heavy rain, Mayor Lee personally inspected disaster-vulnerable sites. In particular, he visited the T-shaped retaining wall in the Gam-il public housing district (299-17 Gamidong), which poses a significant risk, and the area along the Neungan Stream near Dansaem Elementary School (near 455 Gamidong), meticulously checking for cracks in the retaining wall, possible ground subsidence, and the proper functioning of drainage facilities.


After completing the inspection, Mayor Lee instructed officials to respond swiftly by reinforcing vulnerable areas, conducting repeated inspections, and implementing additional safety measures, emphasizing the importance of disaster prevention.


Reflecting these instructions, the city is strengthening on-site inspections throughout the area and focusing on flood-prone locations such as riversides, underpasses, and low-lying residential neighborhoods. The city is also closely monitoring the operation of drainage pumps, the removal of debris from storm drains, and the potential for stormwater pipe backflow, and has established a response system to take immediate action should any abnormalities occur.


Mayor Lee stated, "To prepare for unpredictable and localized heavy rain, rapid and thorough on-site response is essential," adding, "We will do our utmost to prevent damage by prioritizing the lives and safety of our citizens and mobilizing all administrative resources." He also urged, "We ask citizens to refrain from driving during heavy rain and to avoid approaching riversides."
