This council includes seven local governments: Ansan, Anyang, Uiwang, Siheung, Gwangmyeong, Gunpo, and Gwacheon. At the meeting, which was presided over by Council Chair Lee Mingeun (Mayor of Ansan), the heads of the local governments discussed a variety of mutually beneficial and cooperative measures aimed at regional development and improving residents' quality of life.
During the meeting, six policy and local agenda items were submitted: improvement measures for the calculation criteria of ordinary local allocation tax for foreigners; a system to defer mandatory repayment of student loans after employment for self-support recipients and those fulfilling military service obligations; a proposal for the prompt enactment of the Basic Social Solidarity Economy Act; a proposal for the enactment and revision of related laws to support neighborhood businesses; the establishment of legal grounds for free use of space by amending part of the "Autonomous Crime Prevention Unit Act"; and simplification of administrative procedures for expansion projects within development-restricted zones.
The participants especially agreed that, in order for policies aimed at local economic recovery?such as the issuance of local gift certificates in conjunction with the upcoming distribution of livelihood recovery consumption coupons?to have a sustained virtuous cycle effect, the role of basic local governments and solidarity among cities is crucial.
The meeting also included a review of the damage status caused by the heavy rainfall concentrated in the metropolitan area since the previous day, and discussed proactive response and preventive measures to prevent further damage.
Council Chair Lee Mingeun stated, "Taking this meeting as an opportunity, we will further solidify the foundation for solidarity in the central region and take a leading role in ensuring that policies directly related to people's livelihoods lead to tangible results."
