On July 17, President Lee stated, "Just as we change our clothes when the seasons change, it is time for our Constitution to be newly revised and refined to match the changing realities."
On this Constitution Day, President Lee made this statement on his social networking service (SNS), saying, "Now we must take another step forward."
President Lee mentioned the May 18 Democratization Movement, basic rights of the people, local autonomy and decentralization, and the reform of power institutions, emphasizing, "This is the form of the Constitution that our times demand." He added, "I expect the National Assembly, as the representative of the people, to take the lead in the grand journey of constitutional revision centered on the people."
President Lee continued, "As President, I will work together to ensure that the will of the people is faithfully reflected in the process of constitutional amendment." He explained, "I firmly believe that this is the path toward a 'nation where the people are the true owners,' where the will of the sovereign people is routinely reflected in all aspects of state affairs."
President Lee also stated, "Seventy-seven years ago today, our Constitution, created by the will of the people, proudly proclaimed the great principle of popular sovereignty: 'All power comes from the people.'" He assessed, "The great people of Korea have overcome countless adversities and hardships, bringing the spirit of the Constitution out of the law books and into reality, and have written the remarkable history known as the K-Success myth."
President Lee said, "Even the unprecedented national crisis of the 12·3 Rebellion was overcome peacefully and orderly within the framework of the Constitution." He added, "Our resilience, which amazed the world, also originated from the constitutional spirit that the people have upheld."
