Seocheon County in South Chungcheong Province suffered significant damage due to heavy rainfall that poured down from the 16th until the early morning of the 17th.


In particular, heavy rain was concentrated in the areas of Chunjangdae in Seomyeon and Biin-myeon, leading to ongoing resident evacuations and facility closures.


According to Seocheon County on the morning of the 17th, as of 5:00 a.m., the county’s average rainfall was 145mm, with Seomyeon recording the highest cumulative rainfall at 305mm.


Pangyo (254mm) and Biin (246mm) also saw significant rainfall, and as of 11:00 p.m. the previous day, the maximum hourly rainfall reached 98.5mm, with Seomyeon experiencing a concentrated downpour of 86.5mm per hour.


As a result, a total of 14 locations, including riverside walking paths and bicycle roads, were placed under emergency control, and in Seomyeon and Biin-myeon, a total of 13 residents from 8 households were urgently evacuated to village halls and township offices due to flooding of their homes.


County Governor Kim Giwoong visited the hardest-hit areas in person in the early morning to assess the situation and instructed relevant officials to focus all administrative resources on emergency restoration and ensuring resident safety, saying, "Concentrate all administrative efforts to prevent any further damage."


The county activated the first stage of the Disaster and Safety Countermeasures Headquarters immediately after the heavy rain advisory was issued on the morning of the 16th, and upgraded to the second stage and entered emergency work mode at 7:10 p.m. when a heavy rain warning was issued.

Currently, equipment and personnel are being prioritized and deployed to the most severely affected areas, including Seomyeon, Biin, Jongcheon, Pangyo, and Munsan, to carry out recovery work.


Additionally, the county is strengthening maintenance and inspection of storm drains and drainage channels, especially in vulnerable areas, and is also continuing to check in on vulnerable groups such as the elderly and provide evacuation guidance through the "Safety Partner System."


Meanwhile, the Korea Meteorological Administration has forecast that up to an additional 180mm or more of heavy rain is expected across all of South Chungcheong Province through the 19th. The county is further strengthening its emergency response posture to prevent secondary damage from strong winds, thunder, and lightning.
