Hongseong County in South Chungcheong Province will ease the criteria for illegal parking enforcement in Naepo New Town, where the South Chungcheong Provincial Office is located, starting August 1.


The county made this decision on July 16, after continued public opinion from residents and merchants who said that "excessive enforcement causes inconvenience to daily life and business," even though the use of fixed CCTV cameras in the Naepo New Town area had improved traffic flow.


The county will unify the enforcement time for yellow double lines (where parking and stopping are strictly prohibited) and yellow single lines (where temporary stopping is allowed) to 20 minutes each, instead of the previous system which distinguished between 5 minutes and 20 minutes, in order to reduce confusion among residents.


In addition, the enforcement end time for fixed CCTV cameras will be moved forward by one hour, from 8:00 p.m. to 7:00 p.m.


Notably, during lunchtime (11:30 a.m. to 1:30 p.m.), which is when most complaints occur in commercial areas, enforcement will be suspended even in yellow double line sections.


The county expects that this measure will significantly improve the business environment for small business owners.


However, six absolute no-parking zones?fire hydrants, intersections, bus stops, crosswalks, sidewalks, and child protection zones?will remain subject to 24-hour year-round enforcement through the Safety Report Center without exception.


Park Mijeong, head of the county's transportation department, said, "This measure is intended to protect small business owners struggling due to the economic downturn and to revitalize the local economy," adding, "We will continue to listen to voices from the field."


Meanwhile, the county will accept public opinions regarding this enforcement relaxation measure until July 31 and plans to reflect them in additional policies. Opinions can be submitted in person to the Transportation Guidance Team, or by mail or fax.
