Calls for Local Road Maintenance and Preventive Education on Jeonse Fraud
Jungil Kang, a member of the Jeonnam Provincial Council (Democratic Party of Korea, Gwangyang 2), strongly urged for effective implementation of underpass barrier facilities, maintenance of local roads, and strengthened education to prevent jeonse fraud during the Construction and Transportation Bureau's work report to the Safety, Construction, and Firefighting Committee.
Councilor Kang pointed out, "It is encouraging that barrier facilities have been installed at all 14 underpasses used for vehicle traffic in the province, but comprehensive and active management at the provincial level is necessary to ensure that no safety blind spots arise during future operations."
In particular, regarding localized heavy rainfall, he emphasized, "When torrential rain falls in a short period, even with barrier facilities, timely vehicle control or detour measures may not be implemented, increasing the risk of flooding. Proactive control is needed at a water depth of 10cm, which is lower than the current standard of 15cm."
Regarding local road maintenance, he stated, "There have been cases where vehicles have been scratched due to roadside brush, which increases the risk of traffic accidents. In addition to simple subsidence or road surface irregularities, the demand for brush removal should also be thoroughly investigated and reflected in maintenance plans."
On the issue of jeonse fraud, he said, "If the reduction in the budget for jeonse fraud is due to a decrease in damages, that is fortunate. However, blind spots still exist, especially among young people. Since many young people are not even aware of certified copies of real estate registers, there is an urgent need for effective, case-based preventive education."
In response, Construction and Transportation Bureau Director Moon Ingi stated, "Flood control in underpasses is actually being carried out proactively at an earlier stage than the current standard, and we will also work closely with cities and counties to thoroughly assess the demand for roadside brush maintenance. We will continue to pursue policies that prioritize the safety of provincial residents."
