Songpa District Temporarily Opens Sincheon Neighborhood Park Starting July 16
Sincheon Children's Traffic Park in Jamsil, Seoul has been newly transformed into a neighborhood park and was temporarily opened to the public on July 16. This space, which first opened in 1983 as the nation's first children's traffic park, had served as a children's traffic safety education center for over 40 years. However, due to aging facilities, its operation was suspended in May last year.
Songpa-gu decided to restore the park to its original function, noting that the utilization rate was low compared to the land value of Sincheon Park, which amounts to 130 billion won, and that traffic safety education could be provided instead at the Songpa Safety Experience Center located in Cheonma Park.
Until now, Sincheon Park had a dual management structure: Songpa-gu owned the land, while Songpa Police Station and the Korea Road Traffic Authority were responsible for its management and operation. This caused difficulties in delegating authority and transitioning to a single operating entity. The district resolved this issue by actively negotiating for eight months and officially acquiring the operating rights on March 20.
Afterward, the district immediately conducted a comprehensive inspection of park facilities, removed hazardous structures, and carried out renovations to aging facilities such as walking paths and playground surfaces. Additional benches, exercise equipment, and rest areas were also installed. From July 16, certain areas including the children's playground and walking paths have been temporarily opened to the public. The park operates from 8:00 a.m. to 6:00 p.m.
Going forward, the district plans to secure additional funding to fully redevelop the park as a neighborhood park reflecting residents' opinions and to open it completely to the public. In addition, the former traffic education center building is being converted into a garden support center, where 270 Songpa community gardeners are being trained. These gardeners are personally planting flowers and trees, transforming the overgrown park into a new garden.
Song Kangseok, Mayor of Songpa-gu, said, "I am very pleased that we have regained Sincheon Neighborhood Park, a precious urban space that residents could not freely use for 40 years," and added, "I expect that, thanks to the dedication and passion of our community gardeners, an even more beautiful park will be created."
