Kang Juyeop, the newly appointed Administrator of the Administrative City Construction Agency, took office on the 14th. Kang stated, "I will complete the President's Sejong Office within my term and will also provide swift support for the construction of the National Assembly Sejong Complex," adding, "I will lay the foundation for Sejong to become a true administrative capital."


At the inauguration ceremony held at the Sejong Government Complex that afternoon, Kang said, "This is a crucial moment for fulfilling the core national agenda of 'completing the administrative capital,'" and continued, "Let us all do our utmost together, bearing the heavy responsibility of realizing the vision that the Administrative City has long aspired to and achieving the completion of the administrative capital."


Kang presented four key priorities for the future: the construction of the President's Office and the National Assembly Sejong Complex, the expansion of metropolitan transportation networks, the strengthening of the city's self-sufficiency functions, and the creation of a sustainable future city.


First, the President's Office will be designed and constructed with the goal of completion within President Lee Jaemyung's term. The national symbolic zone, including this site, will be developed through an international design competition. For the National Assembly Sejong Complex, the agency plans to support the establishment of the master plan and the groundbreaking procedures to ensure there are no delays in the schedule.


Improving transportation conditions was also highlighted as a major task. Kang said, "We will expand the metropolitan express railway (CTX) and the metropolitan road network to enhance accessibility between the Seoul metropolitan area, Chungcheong region, and other major cities nationwide," adding, "We will also establish seamless transfer systems between key hubs."


He also mentioned strengthening the city's self-sufficiency functions. Kang stated, "We will attract strategic industries such as artificial intelligence (AI) and information and communication technology (ICT), and activate an industry-academia-research cluster connected to the Joint Campus and Sejong Tech Valley," adding, "We will also proceed without delay in building the National Museum Complex to develop Sejong into a world-class cultural hub city."


He emphasized the establishment of a sustainable city model as well. The plan is to faithfully implement existing projects such as the creation of a national smart city pilot and the realization of a carbon-neutral city by 2040.

Kang also pledged to ensure thorough disaster response during the summer season. He said, "In preparation for natural disasters such as heatwaves, heavy rainfall, and typhoons, all field sites and departments must make safety their top priority and meticulously inspect even minor risk factors." He added that emergency contact networks and cooperation systems would be made fully operational to enable immediate response to unexpected situations.


Kang noted, "Since most of our agency's work takes place on-site and involves dealing with other government agencies, it is easy to overlook the voices of citizens," and continued, "Let us make an effort to listen to citizens and implement policies that provide tangible benefits in their daily lives." He added, "I will take the lead in practicing communication and responsibility," and encouraged staff to "knock on the Administrator's office door at any time if you face difficulties."


Kang entered public service after passing the 32nd Technical Examination and has held key positions at the Ministry of Land, Infrastructure and Transport since 1997, including Director of Finance, Director of Policy Planning, Director of Logistics Policy, and Spokesperson. He is regarded as an expert in transportation and land affairs, with strong planning ability and political acumen. He built internal trust after joining the agency as Deputy Administrator in June last year. Kang graduated from Myungseok High School in Daejeon and the Department of Civil Engineering at Seoul National University, and earned a master's degree in engineering from King's College London.
