Jeonju City to Distribute 'Livelihood Recovery Consumption Coupon' Starting July 21

First-Round Applications Accepted Online and Offline Until September 12

Jeonju City in North Jeolla Province will begin accepting first-round applications for the Livelihood Recovery Consumption Coupon from July 21 to September 12. Applications can be submitted online (via card company websites or apps) or offline (by visiting local community centers).

According to the city on July 14, the Livelihood Recovery Consumption Coupon is a tailored support measure designed to directly increase citizens' spending power while simultaneously boosting sales for local small businesses.


The city plans to provide customized administrative services, based on swift preparation and a robust implementation system, so that citizens can truly feel the benefits of the consumption coupon.


For online applications, a five-day rotation system based on the last digit of the applicant's birth year will be implemented during the first week (July 21-26). For offline applications, this system will be in effect through the second week. On weekends, only online applications will be accepted.


Applicants can choose between credit cards, debit cards, prepaid cards, or Jeonju Love Gift Certificates as the payment method. For online recharging, the coupon can be used starting the day after application. Prepaid cards can be used immediately upon receipt.


Any citizen who is registered as a resident in Jeonju City as of June 18 and was born on or before December 31, 2006, can apply for an individual consumption coupon. For minors born on or after January 1, 2007, the head of household can apply on their behalf.


The first-round Livelihood Consumption Coupons will be universally distributed to all citizens, with differentiated amounts based on income level and social consideration status: 430,000 KRW for basic livelihood security recipients, 330,000 KRW for near-poverty households and single-parent families, and 180,000 KRW for general citizens.


The consumption coupons can be used at merchants affiliated with the Jeonju Love Gift Certificate program. However, usage is restricted at certain businesses, including large supermarkets, entertainment venues, and directly operated franchise stores.


The city plans to accept second-round applications for the Livelihood Recovery Consumption Coupon from September 22 to October 31, targeting citizens in the bottom 90% income bracket. The consumption period for both the first and second rounds is until November 30. Any unused balance after the deadline will be reclaimed by the national or local government.


To ensure smooth application processing and effective response to civil inquiries, the city has established a dedicated task force with three teams: overall project management, on-site support, and publicity/IT support. The task force is also planning on-site demonstrations after equipping community centers with the necessary devices for prepaid card distribution to ensure seamless delivery.


Additionally, the city will reinforce the 34 community centers with temporary staff and IT equipment to minimize initial congestion during the application period. Starting July 28, a "visiting application service" will also be provided for seniors and people with disabilities.


To prevent confusion among citizens, the city is notifying usage restrictions through card companies and apps, and is actively promoting the program through bus advertisements and social media channels.


A city official stated, "This consumption coupon distribution is a universal livelihood support measure for all Jeonju citizens, and we expect it will directly stabilize daily life and stimulate local consumption. We will do our best to ensure that all citizens can apply and enjoy the benefits without inconvenience through meticulous administrative action."
