Towing by a Company After a One-Hour Grace Period
If an electric scooter is left unattended without authorization for more than one hour, a towing company will remove the device.
Starting July 14, Daejeon City will fully implement the "Electric Scooter Parking Violation Reporting System," which allows citizens to directly report unauthorized parking or stopping of electric scooters.
According to the details, shared electric scooter rental companies must collect the reported device within one hour of receiving a report. If the one-hour grace period passes, a towing company will remove the device.
This system was officially introduced after completing its development in November last year, followed by a pilot operation using pedestrian enforcement officers from each district, during which system functions were improved and server stability was enhanced.
Reports can be made for electric scooters left in areas where parking or stopping is prohibited under the Road Traffic Act. However, scooters properly parked in PM-only parking zones or at "Tashu" and bicycle racks are excluded.
Citizens can easily file reports by searching for "Daejeon City Electric Scooter Report" on a portal site or by accessing the homepage of the Daejeon Metropolitan City Electric Scooter Parking Violation Reporting System.
Although shared electric bicycles are classified as bicycles under relevant laws and are not subject to towing, rental companies will be required to promptly collect them upon citizen reports.
The five districts of Daejeon City plan to use this system to systematically manage the towing of unauthorized electric scooters in the future.
Currently, there are eight rental companies operating a total of approximately 11,600 personal mobility devices in Daejeon.
