Macron: "Defense Budget to Reach 103 Trillion Won by 2027"

"We Must Guarantee Our Own Security"
France's Role in Europe Also Emphasized

On July 13 (local time), French President Emmanuel Macron announced that France would increase its defense budget to 64 billion euros (approximately 103 trillion won) by 2027 in order to strengthen its national defense capabilities.

President Macron made this statement at a press conference held at the Ministry of Defense, one day before Bastille Day (July 14). He said, "As Europeans, we must guarantee our own security."


President Macron emphasized, "Since 1945, freedom has never been so threatened," adding, "There is no longer any rear or front line. This means we must strengthen our capabilities, our power, and the entire nation."


He continued, "Protecting national security is, above all, the responsibility of the state, and therefore the state must become stronger," and added, "This begins with every French citizen and every actor in civil society raising awareness of the hybrid threats surrounding us."


He also unveiled the plan to increase the defense budget. He said, "In 2017, the military budget was 32 billion euros (about 51 trillion won)," and explained, "In addition to the current military planning law, an extra 3.5 billion euros (5.6 trillion won) will be added in 2026, and a further 3 billion euros (4.8 trillion won) in 2027. As a result, France's defense budget will reach 64 billion euros in 2027."


President Macron stressed that this will not be financed through national debt. He stated, "Under no circumstances will we finance this rearmament through national debt," and emphasized, "This budget will be funded through increased economic activity and higher production."


President Macron also said, "We must address our vulnerabilities," specifically mentioning the need to strengthen ammunition stockpiles, enhance air defense and electronic warfare capabilities, expand space capabilities, and maximize the intensity of soldier training.


In addition, he announced plans to expand the reserve system and establish a new framework for young people to serve the nation. He explained that, for this purpose, he requested a review from the Minister of Defense and the Chief of the Defense Staff in January of this year, and based on the results, he will announce the direction and decisions this fall.


President Macron also highlighted France's role in Europe amid the war in Ukraine. He said, "Together with our British partners, France has formed a coalition of willing nations to sustainably guarantee the peace our continent needs. The operations headquarters of this coalition is located in Paris," and added, "France will play a leading role as a key nation in future operations."


President Macron particularly noted, "Across Europe, France's strength is anticipated," and regarding France's nuclear deterrence, he stated, "I have instructed the Minister of Defense to initiate strategic dialogue with Europe's prepared partners."
