Guidance on Personnel System and Enhanced Communication
for Junior Public Officials
Geumcheon District in Seoul announced on July 13 that it held a total of four sessions of the 'Integrity Personnel Briefing with the Mayor' from last month until July 8.
This briefing was conducted for 72 employees at level 8, who have an average tenure of 5 to 6 years. The event aimed to help junior employees better understand the personnel system and to promote a culture of trust and integrity within the organization through open communication with the mayor. A second briefing for newly hired level 9 employees is also scheduled to be held in October or November of this year.

During the briefing, the procedures for personnel management, methods for performance evaluations, and criteria for promotions and transfers were explained in an easy-to-understand manner. Afterwards, Yuseong Hoon, Mayor of Geumcheon District, personally attended the event, sharing lunch and engaging in open conversation in a relaxed atmosphere.
Participants freely asked questions about the personnel system and organizational culture that they had been curious about, and submitted their opinions to the mayor on notes, to which he responded. Mayor Yuseong Hoon continued an honest dialogue by answering employees’ questions and created a space for communication through messages of encouragement and support.
Mayor Yuseong Hoon stated, “This Integrity Personnel Briefing marks a meaningful beginning in strengthening communication between generations within the organization and enhancing trust in personnel management,” and added, “We will continue to build a trustworthy Geumcheon District through transparent and fair personnel administration.”
