The National Policy Planning Committee, which is drawing up the blueprint for the next five years of the Lee Jaemyung administration's policies, is launching efforts to develop a comprehensive talent strategy. This includes fostering and attracting talent, as well as preventing talent outflow. On July 11, the committee announced plans to hold a large-scale forum on this topic next week.
Cho Seungrae, spokesperson for the National Policy Planning Committee, stated at a briefing that "competition to attract talent in cutting-edge industries, including artificial intelligence (AI), is extremely fierce, and the outflow of talent is also a serious issue." He added, "We are preparing a comprehensive forum on talent issues, with participation from relevant ministries and private sector experts."
This forum will bring together not only the Ministry of Education, the Ministry of Science and ICT, the Ministry of Trade, Industry and Energy, the Ministry of Employment and Labor, and the Ministry of Justice, but also industry representatives and private sector experts. Cho emphasized, "While nurturing and developing talent is a long-term task, preventing outflow and expanding attraction require urgent action." He added, "Through discussions with companies, securing talent was identified as the most serious challenge."
The upcoming discussions will not only address simple countermeasures but will also review a comprehensive framework that includes a 'talent governance' system. Cho stated, "This will be the first attempt to establish a system in which the government, private sector, and universities jointly and continuously manage talent issues." He stressed, "This is a critical national policy task that must continue even after the activities of the National Policy Planning Committee conclude."
Meanwhile, regarding the transfer of wartime operational control, the National Policy Planning Committee is currently holding consultations with the Ministry of National Defense and the Joint Chiefs of Staff. In the July 11 briefing, Cho explained, "The issue of wartime operational control is being pursued according to the current implementation conditions, and the National Policy Planning Committee and relevant ministries are jointly reviewing the direction the new administration will take."
