Canada Identifies Possible Dumping of Steel Strapping from Korea and Three Other Countries

Preliminary Determination Results to Be Announced by August 8

The Canada International Trade Tribunal (CITT) identified on July 10 (local time) the possibility of dumping involving steel strapping imported from Korea, China, T?rkiye, and Vietnam.

Among these countries, the CITT determined that there is also a possibility that China is providing subsidies for steel strapping exported to Canada.


The CITT explained that there is reasonable evidence to suggest that injury to the domestic industry in Canada has already occurred or is likely to occur in the future as a result. However, this does not constitute a definitive ruling or an official preliminary determination by the Canadian government at this time.


The CITT's announcement is based on the Special Import Measures Act (SIMA) of Canada and follows an inquiry from the Canada Border Services Agency (CBSA), which had previously initiated an investigation into dumping and subsidies and sought the CITT's opinion.


The CBSA plans to continue its investigation and announce the preliminary determination by August 8. The CITT is an independent, quasi-judicial body responsible for reporting its activities to the federal parliament through the Minister of Finance.


The CITT reviews complaints concerning dumping and subsidies of imported goods, emergency import restrictions, federal government procurement, and appeals related to customs duties and excise tax. In addition, it advises the federal government on matters related to the economy, trade, and tariffs.
