Jeonbuk Province has begun full-scale preparations for the upcoming "Livelihood Recovery Consumption Coupon" distribution, which is set to start on July 21, by forming a dedicated task force.
On July 10, the province announced that it held a progress report meeting presided over by Vice Governor for Economic Affairs Kim Jonghun, where it checked the readiness for the distribution of the consumption coupons by establishing a dedicated system centered on five TF teams.
The dedicated TF consists of five teams: project management, execution management, on-site response, administrative support, and media response. Each team is responsible for tasks such as verifying eligible recipients, securing gift certificates, and developing promotional strategies.
The recipients of the consumption coupons are 1,730,631 residents of the province, as the government has set the eligibility criteria based on the resident registration as of June 18. The final list of near-poverty and basic livelihood security recipients will be confirmed after a verification process, which will be completed after July 16.
The Livelihood Recovery Consumption Coupon will be provided in two phases. The first application period runs from July 21 to September 12 and is available both online and offline. The distribution amount is 150,000 won for general residents, 300,000 won for the near-poverty group, and 400,000 won for basic livelihood security recipients. In addition, residents of Jeonju, Wanju, Gunsan, and Iksan will receive an extra 30,000 won, while residents of the other 10 population-declining areas will receive an additional 50,000 won.
The coupons will be distributed in the form of credit/debit card points, local gift certificates (paper, card, or mobile), and prepaid cards. The coupons must be used by November 30; any unused amount will not be refunded and will be automatically forfeited.
The consumption coupons cannot be used at large supermarkets, super-supermarkets (SSMs), department stores, duty-free shops, large foreign-owned stores, large electronics retailers, franchise headquarters-operated stores, online e-commerce platforms, or in entertainment and gambling-related businesses.
For more details, residents can check the National Secretary Notification Service starting July 14, or request information through the National Secretary website to receive guidance on the support amount, application period, method, and usage deadline from July 19. The service is also available through 17 mobile apps, including Naver App, KakaoTalk, and Toss.
In addition, to ensure smooth operation of the coupon program, the province will also run a "Rapid Support Task Force," which matches provincial government department heads, city and county officials, and financial institution staff on a one-to-one basis. This is intended to promptly identify and address on-site issues and civil complaints.
Vice Governor for Economic Affairs Kim Jonghun stated, "This consumption coupon distribution is not just simple support, but a key measure for the recovery of residents' livelihoods," adding, "The TF will take the lead to ensure thorough preparation so that no resident is left out."
