President Jang attended the Libax School hearing as a witness at the full session of the Education Committee on the morning of the 10th and said, "Seoul National University of Education first became aware of the Libax School case on May 31 this year, following media reports," adding, "Seoul National University of Education suffered significant damages due to the Neulbom Project."

President Jang explained, "As a national university, Seoul National University of Education faithfully conducted the selection process for the Neulbom Project contractors according to the public contest procedures, project standards, and project request formats provided by the Korea Foundation for the Advancement of Science and Creativity. However, the Korea Neulbom Education Association and CEO Son deceived Seoul National University of Education by presenting themselves as a corporation with a nationwide instructor network, and promoted themselves as an organization with Ministry of Education approval and credibility. They participated in the contest while concealing their connection with Libax School." The Korea Neulbom Education Association, founded by CEO Son, had signed a business agreement with Seoul National University of Education and supplied Neulbom School instructors to 10 elementary schools in Seoul.

President Jang submitted as evidence at the hearing a document bearing the National Tax Service seal, which had been submitted by the Korea Neulbom Education Association, as proof that he had believed the association to be a professional organization.
