Government Launches Intergovernmental Consultative Body to Establish Comprehensive Labor Safety Plan

On the 9th, the Ministry of Employment and Labor held the first meeting of an intergovernmental consultative body at the Government Seoul Office Building, with participation from all ministries, to establish a comprehensive labor safety plan aimed at preventing industrial accidents. This meeting was convened in response to consecutive instructions issued by President Lee Jaemyung during Cabinet meetings held on the 5th and 7th.

During the Cabinet meeting on the 5th, President Lee instructed, "Building a safe society is the responsibility of the state, and a comprehensive industrial safety accident plan must be established." On the 7th, after receiving a report on a serious accident during a manhole pipework operation in Incheon, he emphasized to the relevant ministries the need to "devise extraordinary measures to stop workplace deaths and ensure that real change can be achieved."


In response, the government formed the intergovernmental consultative body chaired by Vice Minister Kwon Changjun of the Ministry of Employment and Labor. At the first meeting held on this day, participants identified and analyzed the fundamental causes behind the persistent occurrence of industrial accidents and shared countermeasures for preventing asphyxiation accidents. They also discussed key policy tasks for each ministry that should be included in the comprehensive plan.


Going forward, the government plans to continue discussions centered on this consultative body to swiftly establish a comprehensive labor safety plan. In particular, to prevent serious accidents, the government will identify and address not only technical causes and solutions but also fundamental and structural factors such as corporate management practices, employment structures, and working methods that influence the occurrence of accidents.


Vice Minister Kwon stated, "We will thoroughly investigate the causes of accidents from multiple perspectives to prevent developing-country-style industrial accidents and establish fundamental preventive measures." He added, "We will mobilize the full capabilities of the government to develop a comprehensive plan that will create safe workplaces where everyone can work with peace of mind."
