Second Round of Youth Culture and Arts Pass Applications Begins
Unused Passes from March Reclaimed and Reallocated
73,287 Recipients, About Half of the Initial 160,000 Spots

The Ministry of Culture, Sports and Tourism and the Korea Arts Council (Arko) announced on July 8 that they have begun accepting applications for the second round of the 2025 Youth Culture and Arts Pass program. The number of available spots is 73,287, which is about half of the 160,000 spots offered at the beginning of the year. This means the non-usage rate for the Youth Culture and Arts Pass is around 50%.

The Youth Culture and Arts Pass program provides up to 150,000 won in performance and exhibition viewing fees to 19-year-old Korean citizens (those born in 2006), aiming to expand cultural opportunities for young people and support their growth as active cultural consumers. Any 19-year-old Korean citizen (born in 2006), regardless of income level, is eligible to apply.


Support funds reclaimed from users who did not use their pass after the first round will be reallocated to the next applicants, providing up to 150,000 won per person in performance and exhibition viewing fees to a total of 73,287 people, in the order applications are received. The amount of support per person varies depending on the regional budget. Residents of Daegu Metropolitan City, Daejeon Metropolitan City, Sejong Special Self-Governing City, Gyeonggi Province (Seongnam City, Ansan City), and North Jeolla Special Self-Governing Province (Jeonju City) will receive 100,000 won, while residents of all other regions will receive 150,000 won.


The second application and issuance period runs from July 7 to November 30, and the pass can be used until December 31, based on the date of attendance. However, users whose support funds were reclaimed due to complete non-usage after the first issuance are not eligible to reapply during the second round.


Applications can be submitted online after registering as a member on the Youth Culture and Arts Pass website. Before applying, applicants must also register and verify their identity with one of the partner ticketing platforms (choose either NOL Ticket or YES24 Ticket) to be eligible for issuance. After eligibility verification, the support funds will be provided in the form of points or vouchers that can be used immediately when booking performances or exhibitions through the selected partner ticketing platform.


Meanwhile, to provide young people with a variety of cultural and artistic experiences, the 2025 Youth Culture and Arts Pass program is recruiting a total of 10 online promotional supporters among pass users until July 16.
