Strengthening the Senior Citizens' Rights Protection System
In an era of rapidly progressing population aging, Andong City has moved to strengthen institutional measures for the protection of senior citizens' rights.
On July 7, Andong City held the "2025 Senior Citizens' Rights and Elder Abuse Prevention Training" at the main auditorium of the Andong Senior Welfare Center, targeting more than 150 operators and staff members from local senior welfare facilities and long-term care institutions.
This training is a mandatory legal education for care facility workers under Article 6-3 of the Welfare of Senior Citizens Act, aiming to protect the rights of the elderly and prevent abuse in advance.
The training was conducted by a professional instructor from the Northern Gyeongsangbuk-do Senior Protection Agency, covering in-depth topics such as: the concept of senior citizens' rights and related legal interpretations; analysis of cases of rights violations within facilities; enhancing the human rights sensitivity of staff; and practical strategies for providing respect-based care services.
Infringement of senior citizens' rights goes beyond simple neglect of care and serves as a barometer of the overall level of social welfare. As demand for care services has surged recently, the importance of improving the awareness of workers and implementing institutional responses has become more prominent than ever.
One operator of a senior care facility who attended the event stated, "I have become more aware that even a small word or action can infringe upon the rights of the elderly," and added, "At the facility level, we will strengthen repeated training and monitoring to do our utmost to realize dignified care."
An official from Andong City said, "Through continuous human rights education and the integration of welfare policies, we will create a safe environment free from elder abuse and raise the overall quality of care in the community," adding, "We also plan to further solidify our collaborative system with related organizations."
Meanwhile, Andong City plans to continue regularizing human rights education for on-site staff at senior welfare facilities and to establish an integrated response system involving both the public and private sectors. Andong City's welfare policies, aiming for "a dignified old age and a society where everyone protects it together," are driving change in the local community.
