Busan Metropolitan City (Mayor Park Hyungjoon) and the Busan Social Service Center (Director Yoo Gyuwon) are set to launch the full-scale '2025 Social Welfare Facility Evaluation' to enhance the operational efficiency and service quality of local social welfare facilities.

This evaluation is a statutory assessment based on Article 43-2 of the Social Welfare Services Act and Article 27-2 of its Enforcement Rules. Busan City plans to delegate the evaluation of a total of 108 facilities to the Busan Social Service Center.
The facilities subject to evaluation include 20 child residential facilities, 30 residential facilities for persons with disabilities (including short-term facilities), 72 vocational rehabilitation facilities for persons with disabilities, and 16 senior job support institutions (Senior Clubs). Notably, this year the evaluation of Senior Clubs will be conducted independently by Busan City. This evaluation is also linked to the Ministry of Health and Welfare's triennial assessment, which targets approximately 4,500 welfare facilities nationwide.
The Busan City evaluation will comprehensively review the overall performance of the facilities across five areas of the Ministry of Health and Welfare assessment?facility and environment, organizational and financial management, programs and services, user rights, and overall operations?as well as seven areas of Busan City's own evaluation.
Facilities that achieve excellent results in the evaluation will be recommended for a commendation from the Minister of Health and Welfare and will receive incentives. Facilities that are found to be lacking will be provided with tailored consulting and professional training.
Yoo Gyuwon, Director of the Busan Social Service Center, stated, "This evaluation goes beyond a simple grading system; it aims to promote qualitative growth in welfare facilities and to create a welfare environment that citizens can trust." He added, "By spreading best practices and improving areas of weakness, we will contribute to addressing gaps in welfare services."
