Segyo 3 District Development in Osan Passes Central Land Expropriation Committee Public Interest Review

The Segyo 3 Public Housing District project in Osan, Gyeonggi Province, which is part of the third phase of new towns in the Seoul metropolitan area, has moved one step closer to being officially designated within this year.

On July 7, the Osan city government announced that the Segyo 3 District development project recently passed the public interest review by the Central Land Expropriation Committee of the Ministry of Land, Infrastructure and Transport.


The Segyo 3 District was first designated in 2009, but the designation was canceled once. In November 2023, the government re-designated the 4.31 million square meter area in Seodong, Osan, as a candidate site for a public housing district to build 31,000 housing units as part of measures to boost housing supply.


With the project passing the recent Central Land Expropriation Committee review, the Segyo 3 District is now seen as being on track for official designation within this year.


Lee Gwonjae, mayor of Osan, said, "The Segyo 3 District project is the first gateway and the foundation for Osan to become a self-sustaining 'Connect City' with a population of 500,000. We will do our utmost to ensure that the district is officially designated within this year as planned."



Meanwhile, as part of measures related to the Segyo 3 District development, the city has initiated the construction of a road crossing the Gyeongbu Line railway, fully opened the underpass at Osan City Hall on Dongbu-daero, and achieved the early opening of the Osan section of the Seobu Bypass Road.


In addition, the city is requesting that several plans to strengthen the metropolitan transportation network be included in the district's comprehensive transportation improvement measures. These include the construction of a multi-level interchange above Osan IC, the establishment of a new Unamddeul Hi-Pass IC, the undergrounding of Cheonil Intersection, the undergrounding of the section between Wondong Intersection and KEPCO Intersection on Nambu-daero, the creation of a new connecting road to Namsajinwi IC, and the establishment of a new IC on the Semiconductor Expressway.


The city also plans to develop a 990,000 square meter techno valley within Segyo 3 District, benchmarking the Pangyo Techno Valley.


A city official stated, "We will actively continue working-level consultations to ensure that the district designation proceeds swiftly."
